BOSNIAK PARTIES REFUSE TO RESPECT DAYTON PEACE AGREEMENT AND REJECT INTERNAL DIALOGUE

BANJA LUKA, MAY 6 /SRNA/ - The success of BiH cannot be achieved as lng as the leading political parties representing the most numerous of the three constituent peoples, Bosniaks, show complete disrespect for the constitutional order of BiH and actively work to undermine it, reads the 33rd Republika Srpska's Report to the UN Security Council.

BANJA LUKA, MAY 6 /SRNA/ - The success of BiH cannot be achieved as lng as the leading political parties representing the most numerous of the three constituent peoples, Bosniaks, show complete disrespect for the constitutional order of BiH and actively work to undermine it, reads the 33rd Republika Srpska's Report to the UN Security Council.



This document states that the policies of Bosniak supremacy implemented by these parties ignore the fact that BiH consists of three constituent peoples who have equal rights according to the Constitution. It is noted that the federal and consociative structure of BiH, guaranteed by the Dayton Peace Agreement, has played a key role in peace keeping in BiH since the signing of the Agreement up to date. "Leading Bosniak political parties readily cooperate with the OHR and the Constitutional Court of BiH to undermine the federal structure of BiH. Although the entities have already lost many constitutionally guaranteed competencies, the Bosniak parties are not satisfied with that either. Some even openly advocate the complete abolition of the entities," reads the seventh part of the Report. It is added that the Bosniak parties have shown complete disrespect for consociative mechanisms from the Constitution, such as the explicit provision entrusting the management of foreign policy exclusively to the BiH Presidency, which consists of one Bosniak, one Serb and one Croat. The Report emphasizes that the Minister of Foreign Affairs in the Council of Ministers, Elmedin Konaković, grossly ignores this constitutional provision and pursues a foreign policy that exclusively reflects the interests of the Bosniak people. "In April, Konaković even asked EUFOR to provide assistance in the arrest of the President of Republika Srpska Milorad Dodik, even though he knew that the BiH Presidency would never support such a move," recalls the Report adopted by the Republika Srpska Government. This document adds that Konaković unilaterally tried to get the Ministry of Foreign Affairs in the Council of Ministers to hire an agency that would lobby the US Government for Bosniak interests, while he did not inform the BiH Presidency or the Council of Ministers chairperson about this contract. "Bosniak and Croat members of the BiH Presidency, where both represent the interests of Bosniak parties, openly pursue the policy of Bosniak supremacy, ignoring the constitutional obligation that the Presidency as a whole determines the foreign policy," the Report states. Republika Srpska states that the Bosniak political parties have so far completely rejected all calls by Srpska officials to talk with the aim of resolving the current crisis in BiH. "If the Bosniak parties really want BiH to succeed, they must start respecting the federal and consociative structure of BiH agreed in Dayton and start an honest and constructive dialogue with Republika Srpska, in accordance with the recent statement of the Security Council," concludes the seventh part of the Report.
