NON-PAPER - CONSEQUENCE OF SCHMIDT'S DESTRUCTIVE ACTIONS

BANJA LUKA, MAY 23 /SRNA/ – International relations expert and former diplomat Luciano Kaluža told SRNA that the Franco-German non-paper emerged as a consequence of Christian Schmidt's destructive activities in BiH, serving as an attempt to legitimize the actions of an illegitimate High Representative.
Kaluža expressed his belief that the non-paper is a legacy of the former German administration, effectively passing a "hot potato" to the new leadership. He assessed that Republika Srpska is being targeted in this case not as a cause, but as a consequence. "This is an attempt to assert authority over countries they believe they can control, since they clearly cannot do so in Russia or other parts of the world," said Kaluža. He added that the aim of the Franco-German non-paper is to demonstrate that somewhere in Europe, there exists a political power capable of acting in such a way against politically weaker countries. Kaluža emphasized that the authorship of the non-paper is unknown and that it was likely created by certain organizations or individuals active in political circles. "It is evident that this is support for a negative policy in BiH, as embodied in the actions of Christian Schmidt," Kaluža added. According to him, the non-paper should not be a cause for concern, as it represents a type of informal document discussed at various levels. "This is not an official position. It does not represent the stance of the governments of either Germany or France," Kaluža stressed. He said he believes the non-paper was drafted at the lowest levels of certain organizations and individuals and is a leftover from the previous German administration. "From the information I have, the Christian Democratic Union (CDU) of Germany has had no involvement with it, and this non-paper has long circulated within internal groups, including the lower levels of German institutions during the term of the previous administration," Kaluža noted. He added that it is important for the new administration to clearly distance itself from the previous one. Kaluža emphasized that, in any case, the non-paper illustrates that BiH, through this form of action, has effectively paused its path toward European integration. Serbian President Aleksandar Vučić yesterday informed the National Security Council about the non-paper produced by France and Germany concerning BiH and Republika Srpska. Večernje Novosti reported that the document outlines preparations by Western powers and Brussels for a forceful political campaign against the leadership of Republika Srpska—President Milorad Dodik, Prime Minister Radovan Višković, and National Assembly Speaker Nenad Stevandić - with the goal of removing them from power under the pretext that they are allegedly contributing to the disintegration of BiH and obstructing its path to NATO and the EU.
