GOVERNMENT: SRPSKA CONSISTENTLY SUPPORTS THE DAYTON ACCORDS AND CONSTITUTIONAL ORDER OF BiH
BANJA LUKA, MAY 1 /SRNA/ – The Republika Srpska Government has adopted its 35th report to the UN Security Council, highlighting Republika Srpska's consistent support for the Dayton Peace Agreement and the constitutional order of BiH established by that document, while pointing to the issue that certain stakeholders in BiH and abroad do not accept the Dayton-based compromise.
Republika Srpska called on the UN Security Council and its member states to advocate for the consistent implementation of the Dayton Peace Agreement, including respect for the right to self-governance in accordance with the BiH Constitution. Republika Srpska's unwavering commitment to peace and to resolving divisions in BiH through dialogue has been reaffirmed, the Srpska Government’s Public Relations Bureau announced. As stated, Republika Srpska firmly believes that respect for the Dayton-based Constitution is the only path to the successful functioning of BiH, but that the problem lies in the fact that certain key stakeholders, both within and outside BiH, do not accept the Dayton-based compromise and instead seek centralisation and a unitary arrangement of the country. This, it adds, would abolish the protection mechanisms specified by the Dayton, which have enabled the constituent peoples of BiH to live in peace for 30 years. The Office of the High Representative /OHR/, the report states, has for decades undermined the democratic constitutional order in BiH by governing the country through evidently unlawful decisions and promoting centralisation contrary to the federal constitutional structure. According to the report, the presence of the high representative, an appointed foreign official who assumes unlimited powers and acts outside the democratic constitutional institutions of BiH, has distorted and undermined the country’s political system. It is further stated that the current usurper of the position of high representative, Christian Schmidt, has proven even more destructive and autocratic than his predecessors in the OHR. The report also points out that the Bosniak political establishment, due to its refusal to accept the Dayton-defined position of Republika Srpska, persistently seeks to undermine and destabilize Republika Srpska. For BiH to be successful, the report states, the Dayton Peace Agreement must be respected by all relevant stakeholders, whether politicians within BiH or foreign powers. The report also includes two annexes: "Undermining the Constitutional Order of BiH by the Foreign-Dominated Constitutional Court" and "Autocratic Rule of an Unappointed Foreigner over BiH," which further elaborate on the Constitutional Court’s involvement in political processes and Schmidt’s role in creating crises in BiH. Republika Srpska's 35th report to the UN Security Council covers the period from October 2025 to April 2026 and, like previous reports, presents the Government’s views on key issues and challenges BiH is facing, with the aim of clarifying its positions to members of the Council and the international community. The report was submitted on behalf of Republika Srpska, as a signatory to all annexes of the Dayton Peace Agreement, to all UN Security Council member states by Republika Srpska Prime Minister Savo Minić.
