ADVISORY BOARD MADE ONLY POSSIBLE DECISION – BiH PRESIDENCY IS NOT AUTHORIZED PROPOSER OF BILL ON STATE PROPERTY
SARAJEVO, DECEMBER 10 /SRNA/ - Lawyer Ognjen Tadić has said that the decision of the Advisory Board of the House of Representatives of the BiH Parliamentary Assembly - that the BiH Presidency is not an authorized proposer of the Bill on State Property - was the only possible outcome, noting that such a decision had been anticipated by the Serbian member of the BiH Presidency, Željka Cvijanović.
"Such a decision was anticipated by the Serbian member of the BiH Presidency, Željka Cvijanović, who acted perfectly by not putting a veto in order to protect Republika Srpska from this political conflict. Instead, she left it to the BiH Parliamentary Assembly to block the unconstitutional proposal, which had been submitted by the BiH Presidency by the will of Željko Komšić and Denis Bećirović," Tadić told SRNA. He emphasized that at the end of this saga, which has lasted for almost 14 years, it can finally be said: "Thank you to Komšić and Bećirović for their proposal of the Bill on State Property, which has made it clear that BiH does not have jurisdiction to pass such a bill." He added that the final position was given in the BiH Parliamentary Assembly, sparing Republika Srpska from accusations of obstructing anything. The Advisory Board of the House of Representatives of the BiH Parliamentary Assembly reviewed the Bill on State Property, submitted by the BiH Presidency, and did not reach agreement that the Presidency is an authorized proposer of the bill under the Constitution of BiH. "We inform you that the Advisory Board of the House of Representatives of the BiH Parliamentary Assembly, with one vote in favor and two votes against, did not reach agreement to set up a competent commission for reviewing the Bill on State Property of BiH," the Speaker of the House, Denis Zvizdić, said in a notification to the Presidency. On October 21, members of the BiH Presidency Denis Bećirović and Željko Komšić outvoted the Serbian member of the Presidency, Željka Cvijanović, and adopted the Bill on State Property. At the time, Cvijanović said that, under the Constitution, the BiH Presidency is not an authorized proposer of bills concerning matters such as property.
