NIKŠIĆ BLOCKS BUDGETARY PROCESS AND FUNCTIONING OF INSTITUTIONS

SARAJEVO, JANUARY 8 /SRNA/ – Chairwoman of the Council of Ministers Borjana Krišto stated that the functioning of joint institutions and the holding of elections have been jeopardized because the Prime Minister of the Federation of BiH /FBiH/ Nermin Nikšić failed to express his position on the Global Fiscal Framework for the 2026–2028 period during a telephone session of the Fiscal Council.

SARAJEVO, JANUARY 8 /SRNA/ – Chairwoman of the Council of Ministers Borjana Krišto stated that the functioning of joint institutions and the holding of elections have been jeopardized because the Prime Minister of the Federation of BiH /FBiH/ Nermin Nikšić failed to express his position on the Global Fiscal Framework for the 2026–2028 period during a telephone session of the Fiscal Council.



Krišto said that salaries of employees in joint institutions will also not be able to be increased, according to a statement from the Office of the Chairwoman of the Council of Ministers. "This has directly jeopardized key obligations of the institutions of BiH, including the planned increase of the base used for calculating salaries of employees in BiH institutions, as well as securing funds for the implementation of general elections," Krišto said. The statement noted that in the previous period there had been several attempts to convene a session of the Fiscal Council in order to, in accordance with legal regulations, meet all necessary prerequisites for the timely adoption of both entity budgets and the budget of BiH institutions. The Office stated that by adopting budgets without the Global Fiscal Framework, the entities are violating established procedures. "Such practice further confirms selective compliance with legal regulations, seriously undermining fiscal discipline and the institutional order in BiH," the statement added.
