KOJIĆ: INCOMPLETE CONSTITUTIONAL COURT'S DELIBERATE MANIPULATION AIMED AT TRANSFERRING COMPETENCIES

ISTOČNO SARAJEVO, MARCH 30 /SRNA/ – SNSD deputy of the House of Representatives of the BiH Parliamentary Assembly Milorad Kojić told SRNA that the incomplete Constitutional Court of BiH, through its decisions concerning provisions of the Law on Police and Internal Affairs of Republika Srpska, is attempting to legally legitimize the seizure of competencies.

Kojić stressed that the incomplete Constitutional Court long ago lost the credibility that a court should have in any country. It is evident, says Kojić, that the incomplete Constitutional Court deliberately misinterpreted the provision concerning the Ministry of Interior and the establishment of international cooperation, rather than international relations, as the court interprets it. "It is completely clear that the Police Bodies Coordination Directorate does not coordinate within the Republika Srpska Ministry of Interior, but only coordinates police bodies at the level of BiH," Kojić explained. He reiterated that this is not about establishing international relations, but exclusively about international cooperation, which could take place at the level of the Higher School of Internal Affairs, which may cooperate with higher education institutions that have the same programmes in any country. Through this incorrect interpretation, Kojić adds, the incomplete Constitutional Court sought to classify these provisions under foreign policy, which falls under BiH competences. "So, a very deliberate manipulation by the incomplete Constitutional Court with the sole aim of seizing the competencies of Republika Srpska when it comes to the police," he pointed out. He recalled that the transfer of police competencies was blocked many years ago by SNSD leader Milorad Dodik. "This is an attempt, through the so-called Constitutional Court, which implements the policies of the Bosniaks, to carry out police reform through small segments such as this one," Kojić concluded.
