IMPLEMENTATION OF MASS REAL ESTATE VALUATION SYSTEM COMING SOON
BANJA LUKA, APRIL 13 /SRNA/ – Director of the Republic Administration for Geodetic and Property Affairs /RUGIPP/ Dragan Stanković told SRNA that the approval of additional funding by the World Bank has created the conditions for significant improvement in activities related to the mass valuation of real estate, and that full implementation of this system is expected in the near future.
Stanković noted that the synergy of the Mass Real Estate Valuation project and the Digital Enhancement of Land Management project is expected to accelerate processes, improve methodologies, and further digitalization, which will contribute to greater legal certainty, transparency, and more efficient real estate management in Republika Srpska. "RUGIPP continues its activities in accordance with the Law on Survey and Land Registty of Republika Srpska and the 2026 Work Plan, including data collection in Banja Luka, Laktaši, Prijedor, and Pale. These activities represent the creation of an important database and a preparatory phase for establishing a functional system of mass real estate valuation," Stanković said in his SRNA interview. He states this year’s plan includes geodetic-technical works and the resolution of property-legal affairs in the process of expropriation of real estate for the construction of major infrastructure projects of special interest to Srpska, including the Pale–Jahorina gas pipeline, approximately 10 kilometers long. He says the process of partial expropriation for this gas pipeline is ongoing, as well as activities related to the main gas pipeline through Šekovići and Milići, and the Vlasenica–Igrišta–Han Pijesak branch, with a total length of about 44 kilometers. "RUGIPP has collected extracts from public records for the gas pipeline route, and the process of partial expropriation for that route is currently underway. Work is also ongoing on expropriation for the construction of the Šepak–Novi Grad gas pipeline and for the construction of the Banja Luka–Mliništa motorway," Stanković stated in SRNA interview. He also noted that cadastral surveys are underway for four cadastral municipalities – Poljavnice in the area of Novi Grad, Toplik in the area of Istočno Novo Sarajevo, Srbac Mjesto, and Prnjavor – along with an analysis of the situation, after which three or four additional cadastral municipalities will be selected for surveys to begin mid-year. "We also plan to digitize analogue cadastral plans for part of the territory of Republika Srpska, as RUGIPP’s priority is the establishment of a real estate cadastre as a unified record of real estate and property rights," Stanković said. He explained that by publicly presenting real estate data and determining property rights, a unified, accurate, and up-to-date record of real estate is established. "In this way, we will eliminate multiple records that are still in force in parts of Republika Srpska where a real estate registry has not yet been established. So far, we have established a real estate registry for around 870,000 hectares of Republika Srpska territory, while the public presentation of real estate data and determination of property rights is currently underway for about 93,000 hectares," Stanković stated.
