BEĆIROVIĆ CONTINUES CONTROVERSIAL PUSH IN BiH PRESIDENCY; CONSTITUTIONAL COUP IN THE MAKING
SARAJEVO, JULY 8 /SRNA/ – Bosniak member of the BiH Presidency Denis Bećirović continues to mislead the Commission to Preserve National Monuments and the public in Republika Srpska and the Federation of BiH despite the decision on protecting Republika Srpska's vital interest initiated by Serb Presidency member Željka Cvijanović and endorsed by the National Assembly of Republika Srpska.
SRNA has learned that the signed decision, which has not entered into force, was delivered to the Commission to Preserve National Monuments by the head of the office of the Bosniak Presidency member, continuing what has been described as a procedural and constitutional abuse directed by Bećirović. In addition to his continued attempts to appoint members of the Commission, this action allegedly violated Article V, Paragraph 2/d/ of the Constitution of BiH, as the head of a cabinet cannot deliver an act of the Presidency, since that responsibility belongs to the Secretary General, who is the only person authorized to do so. The circumstances indicate it is a deliberate attempt at deception, manipulation and a constitutional coup by the Bosniak member of the Presidency. Serb member of the BiH Presidency Željka Cvijanović left the session on June 29 after constitutional and procedural rules were repeatedly violated during discussions on the appointment of members of the Commission to Preserve National Monuments in BiH. However, voting proceeded despite the lack of a quorum. A vote was held on a list of four candidates for Commission members that did not include any nominee from Republika Srpska. Cvijanović used the mechanisms available to her and declared the decision harmful to the vital interests of Republika Srpska. At a special session yesterday, the National Assembly of Republika Srpska confirmed by a two-thirds majority Cvijanović's statement that the Presidency of BiH's decision on appointing members of the Commission to Preserve National Monuments was adopted without consensus at a session of that joint institution and was seriously detrimental to Republika Srpska's vital interests. The decision means that the disputed Presidency decision will not enter into force for Republika Srpska.
