KOŠARAC: NEW CONSTITUTION WILL STRENGTHEN SERB PEOPLE’S RIGHTS GUARANTEED BY THE DAYTON

ISTOČNO SARAJEVO, OCTOBER 23 /SRNA/ – The new constitution of Republika Srpska will be based on the original Dayton principles, clearly define Srpska's constitutional position, and further strengthen the Serb people's rights guaranteed by the Dayton Peace Agreement, while fully respecting the rights of the other constituent peoples, SNSD Presidency member Staša Košarac told SRNA.

He noted that adopting a new constitution was important because the existing one had been amended several times, with most of the imposed amendments resulting from high representatives’ interventions, significantly altering the original text adopted on February 28, 1992. "It is important for Srpska, in accordance with its rights and constitutional capacity, to proceed with adopting the highest legal act that will reflect its needs, interests, and political maturity," Košarac said. He stated that the new constitution should offer modern and sustainable solutions, ensure institutional stability, and clearly define the constitutional position of Republika Srpska while safeguarding its rights and powers and respecting the Dayton framework. "This is not directed against anyone; rather, it represents an expression of Republika Srpska's right and responsibility to regulate its own institutional system," Košarac noted. He considers the proposed decision on Banja Luka being the capital of Republika Srpska and Pale its seat particularly significant. Regarding the Council of Peoples of Republika Srpska, Košarac said that a serious discussion on its future structure and functioning was necessary. "Protecting the vital national interests of the constituent peoples must remain an important principle of the constitutional order, but protection mechanisms must not be abused or turned into instruments for blocking institutions and decision-making," Košarac said. He emphasized that the aim of the new constitution was to further consolidate the rights belonging to Republika Srpska and guaranteed by the Dayton Peace Agreement, while establishing a constitutional framework capable of addressing contemporary challenges. "The new constitution should serve as the foundation for strong institutions, political stability, and the long-term development of Srpska," Košarac concluded.
