OŠAP-GAĆANOVIĆ: BEĆIROVIĆ ACKNOWLEDGES NATIONAL ASSEMBLY'S DECISIONS
ISTOČNO SARAJEVO, JULY 21 /SRNA/ - Anđelina Ošap-Gaćanović, a member of the Commission to Preserve National Monuments from Republika Srpska, told SRNA that the submission of an appeal to the truncated Constitutional Court of BiH by the office of BiH Presidency member Denis Bećirović confirms the recognition of the decision of the National Assembly of Republika Srpska regarding the appointment of members of this commission.
"He has thus directly confirmed that his chief of staff, Alija Kožljak, abused his official position by sending a non-existent decision to the Commission to Preserve National Monuments for implementation," Ošap-Gaćanović stressed. She emphasised that the same case applies to UNESCO as well. "We have a nomination document containing two foreign names, signed by the head of the UNESCO Office in BiH, Siniša Šešum, and not by the UNESCO Director-General, as stated in the decision from January this year. It is also available online, so the public has been able to see who nominated the two foreign members," Ošap-Gaćanović said. She pointed out that the document bearing Šešum’s signature was included in the session materials, rather than an act issued by the UNESCO Director-General, and that a review of Kožljak’s unilateral correspondence with UNESCO shows that the head of the regional office himself, Šešum, is responsible for manipulating UNESCO. "He clearly saw the content of the guarantees issued by an unauthorised person, which are completely contrary to the laws governing the work of institutions in BiH," Ošap-Gaćanović stressed. She asked why Šešum did not inform the UNESCO Director-General that Bećirović is not the President of BiH and that his chief of staff is not the "representative of the Presidency of BiH," as he was referred to in the correspondence. "Why did he not warn Paris that Kožljak was not authorised to send diplomatic correspondence to the UN mission on behalf of BiH, nor to express positions on behalf of BiH, and especially not to provide guarantees regarding the finances and responsibilities of experts in the potential work of the Commission?" she asked. She reminded that a recent letter from the Secretary-General of the Presidency of BiH Zoran Đerić to the Commission confirmed that Kožljak represents only the views of Bećirović's office, and not those of the Presidency of BiH, which is yet another confirmation of Kožljak's unlawful conduct and abuse of office in the case of communication with UNESCO. Chairman of the Presidency of BiH Denis Bećirović has asked the Constitutional Court of BiH to review the constitutionality of the Republika Srpska National Assembly's decision to uphold the veto exercised by the Serb member of the BiH Presidency Željka Cvijanović regarding the appointment of members of the Commission to Preserve National Monuments in BiH.
